Scott, PhD. In 2022, states and the Federal Bureau of Prisons (BOP) admitted 469,200 persons to prison, which was 20,800 more than they released that year (448,400) and 48,200 more than they admitted the year before (421,000).

The United States is home to the largest number of prisoners worldwide. Roughly 1.8 million people were incarcerated in the U.S. at the end of 2023.

Over five million people in total are under supervision by the criminal legal system. Of these, nearly two million people, disproportionately Black, are living in prisons and jails instead of their communities. Compare this to the figures of the early 1970s when this count was 360,000.

More than 650,000 ex-offenders are released from prison every year, and studies show that approximately two-thirds will likely be rearrested within three years of release. The high volume of returnees is a reflection on the tremendous growth in the U.S. prison population during the past 30 years.

At 46%, Latinos are the most prevalent racial/ethnic group in California prisons. Black, white, and people of other races are 28%, 20%, and 6%, respectively. Black people and Latino men are overrepresented among prisoners.

The United States leads the world in total number of people incarcerated, with more than 2 million prisoners nationwide (per data released in October 2021 by World Prison Brief).

Texas has the highest prison population with 133,772 individuals, followed by California with 101,441 individuals. On the other hand, the states with the lowest prison populations are Vermont with 1,287 individuals and Maine with 1,577 prisoners.

With nearly two million people behind bars at any given time, the United States has the highest incarceration rate of any country in the world.

Increased sentencing laws

Even though there are other countries that commit more inmates to prison annually, the fact that the United States keeps their prisoners longer causes the total rate to become higher.

Mass incarceration exists for multitudinous reasons, including but not limited to: Exorbitant Bail – Nearly 500,000 people sit in prison at any given time, waiting for trial because they cannot afford to pay bail and be released to await trial.

For the most part, though, incarceration is heavily concentrated among men, racial and ethnic minorities, and 20-and 30-year olds. Among men the highest rate is with black males aged 20–34. Among women it's with black females aged 35–39.
